Wouldn't make any difference to road tax. Before March 2001 it's based purely on engine size and after is based on the manufacturers emissions measurement. The only way to lower tax is by getting a pre-73 car or by getting a car pre-01 with an engine smaller than 1.6 litres. I think you may get lower tax by fitting LPG too, but that knackers your engine. To be honest, I can't see any "green" device being all that good for your engine. Most just end up clogging the insides with carbon deposits.

I'm glad I'm just pre-2001, so I'm anything above 1.3l, I feel stroker kit coming soon, 6.4l :)
If this device offered performance upgrade then I would be tempted.
I have been thinking for some time if I could control the exhaust and intake valves with a solenoid then that would make it very efficient, as you could have true variable valve timing, reducing valve overlap at cruising speeds. It would need to act very quick, and at the moment solenoids dont last very long.
Its interesting to hear of these gadgets though. I once brought something that was meant to make the spark better by changing the main HT lead with something with a box in the middle, it was meant to improve emissions and give extra power, it didn't make a blind bit of difference.
 
The stuff in the link is just a product to de-coke the engine. So long as it doesn't damage the engine in the process it's a good thing. It's basically getting rid of all the build up which occurs (more so in engines with "green" crap like EGR valves) in the exhaust ports, headers, and exhaust, making your engine breath more efficiently and therefore get some power back. I don't really see how it would reduce emissions, maybe because the engine isn't needing to work so hard to give out the same performance.
