[UPDATE]
i have bin trying to fix my head lamps all day new parts come today but did not Fix it

so my headlights low beam is not working Builbs are ok Got 1.New Dimmer switch but did not fix it then try my old cars headlight switch still no luck but useing a test light i cant get any power on the low beam wire off both from Dimmer switch and headlight switch

high mount brake light [FITTED NEW BULB HOLEDER]

Good luck with the lights. Are they sealed beam headlights?
 
dont no i need to fix it fast car has not mot now

Then assuming you have power to the switch, and you know the switch Is good then it must be open circuit or a direct short to ground between the switch and the lights.
Try running a length of wire between the switch and the lights.

Don't know what your electrical skills are like, so of course you may have already thought of or tried all this.
