Upgrade to 4.1.3

A new release is ready, and just going to be uploading it, will take an hour or so. Then the upgrade will follow.

Extra features will be disabled during this time and all functions will be restored before mid day I hope.

Its going quicker than expected, all 4000 files have been uploaded.
Just doing a backup of the database, then I'll apply the update.

Upgrade complete, things seem to be back to normal now. There are some little features added, including some fixes which may not have appeared in some browsers. Anyway, we are all up to date now.
